That's not normal and sounds independent of bipolar d/o... Get him to an MD/urgent care/ER asap.
Also, appointment his psychiatrist asap to inform him of this, just within case it is a unusual side effect of one of his meds.
Bipolar is a mood disorder so if he is complaining about numbness pinch him to the ER immediately.
