It would, I suppose. If you're pouring hose down in the cup, it's half full. If you're tipping it out, it's partly empty.
Generally, it's partly full, because that is the 'positive' track of looking at it. Like if you had $100 and you lost partly, you didn't LOSE $50, you STILL HAVE $50.
